Strategy & Operations | Systems Designer | Proposal & Process Expert

Lex & Line grew from IT technical architecture into the high-pressure world of proposal operations, where services organizations win or lose opportunities every day. After more than twenty years working across these environments, I design the systems that keep those organizations thriving, from the Proposal Management System where execution happens to the strategic guidance that shapes it. The first level is the operational execution environment. These are the places where work must move quickly and precisely under pressure. Proposal operations are a clear example. They require coordination across leadership, technical teams, pricing, compliance, and documentation, all within compressed timelines. In these environments structure matters. Workflows, templates, knowledge libraries, and communication systems determine whether teams move with clarity or fall into chaos. At the center of this environment sits the Proposal Management System. In a services organization, the PMS is the heartbeat that connects opportunity, strategy, delivery capability, and institutional knowledge. When the system functions well, teams move with coordination and confidence. When it fails, the root cause is rarely the proposal itself. More often it reveals deeper structural issues inside the organization: fragmented knowledge, unclear processes, or misalignment between leadership strategy and operational execution. Much of my design work begins at exactly this point. Across multiple organizations I support proposal environments producing between ten and twenty responses each month across state and local government markets. Designing the systems that allow those teams to operate consistently has become a central part of my work. These systems include proposal management structures, knowledge libraries, workflow design, document architecture, and collaboration environments built within Microsoft Teams and SharePoint. Working inside these high-pressure operational systems naturally exposes the deeper architectural challenges organizations face. Information becomes scattered. Processes evolve informally. Teams build workarounds instead of sustainable systems. This is where the second level of my work begins. At the organizational architecture level, the focus shifts from individual workflows to the broader systems that connect leadership strategy, operational processes, and day-to-day execution. In this capacity I often serve as a Fractional Chief Strategic Advisor, helping leadership teams examine how their internal structures support growth, coordination, and long-term stability. The same systems thinking that stabilizes proposal operations can also help organizations design clearer decision pathways, stronger operational frameworks, and knowledge systems that allow teams to work with clarity rather than constant reinvention. Lex & Line exists to help organizations design the internal systems that allow complex work to function clearly and consistently. What I Build Proposal Management Systems Structured proposal environments designed to support repeatable, high-quality responses across complex procurement markets. Work includes workflow design, template architecture, response libraries, and collaboration systems. Operational Systems Architecture Process design and workflow architecture that align teams, information flow, and operational decision-making across the organization. Knowledge and Collaboration Systems Microsoft Teams and SharePoint environments designed to support structured communication, document management, and institutional knowledge libraries. Strategic Advisory Fractional CSA engagements focused on examining organizational structure, leadership alignment, and the systems that connect strategy to execution. Core Tools Microsoft Word. Proposal templates, structured response frameworks, resumes, and long-form technical documentation. Microsoft Excel. Work breakdown structures, staffing models, pricing frameworks, and operational planning tools. Microsoft PowerPoint. Organizational graphics, executive presentations, and proposal visuals. Microsoft Teams and SharePoint. Collaboration environments, proposal management structures, Kanban workflows, and knowledge libraries.
