Government Proposal Writer | Federal RFPs, Grants & SBIR | 100M+ Won
I write proposals that win government contracts. Federal, state, and municipal RFP and RFQ responses, grant applications, SBIR and STTR submissions, and construction bids for contractors who would rather run the job than write about it. I have been doing this for twenty years, I am Top Rated Plus (uncommon in this category), and the many reviews below will tell you more about how I work than I can here. I am very fortunate to have had some wonderful clients. Every proposal I deliver is written by me, for one solicitation, against that solicitation's evaluation criteria. No templates, no recycled boilerplate. Evaluators read hundreds of responses a year and they recognize a form letter immediately. It gets scored like one. The principle behind my work is simple. Compliance earns you a seat at the table. Winning takes more than that. The responses that score highest are the ones that make the evaluator's job easy: each requirement answered where they expect to find it, each claim backed by something they can verify, and the benefit to the agency stated at the top of the section instead of buried at the bottom. My background is in direct response advertising, and I still approach a proposal as persuasion with a page limit. Process is Shipley and Lohfeld. I trained under Lisa Rehurek, so expect plain language with the benefits up front. Most of my clients are small and mid-sized firms. Some are bidding government work for the first time, some are challenging an incumbent for the first time, and both are fine. Over the years I have written and won in security services, custodial and janitorial, debt collection, IT and cybersecurity, right-of-way and land services, behavioral health, transit, and a growing number of SBIRs, the most recent for the Navy. Construction is my family's business, and I grew up in it. I bid work for my own field crews, so I am comfortable with an estimator's numbers and dont neat a PM to ever explain themselves twice. Major awards from past years include a $44M IT infrastructure IDIQ (U.S. Army PEO EIS), a $23.5M tribal transit grant (U.S. DOT), a $17M cybersecurity BPA (DHS CISA), and a $9.2M behavioral health contract (California DHCS). Big numbers are not everything... some of my most thrilling wins are the under $100k contracts. Life-changing for a small business. Here is how an engagement starts. Send the solicitation, a link is fine. Within one business day you will have my assessment of whether it is winnable for your firm, what it will take, and a firm estimate for the writing, flat fee or hourly at your preference, with scope and hours defined before any drafting begins. If the honest answer is that you should not bid, I will tell you so. I do not quote a win rate. A writer's win rate mostly reflects which bids that writer declines. Dollars awarded is the figure that matters. From there we build the compliance matrix and a color team schedule (Pink for gaps, Red for the argument, Gold for the final polish). I manage your subject matter experts so you do not have to, and every template we build stays with you for the next pursuit. Comfortable in FAR and DFARS, 2 CFR 200, SAM.gov, and the state procurement portals. Responsive (formerly RFPIO) and SharePoint are daily tools. Send a message with what you are bidding next. I respond quickly.
