Solution Architect | Government Proposals, Capture & Compliance

I help government contractors strengthen technical proposals, shape credible solutions, and explain why their approach deserves to win. I also help teams make architecture decisions, prepare for compliance reviews, and turn AI ideas into practical plans. My 20+ years span technology leadership, solution architecture, cybersecurity, and CTO-office roles at Leidos. At Leidos, I led capture and win strategy, solution architecture, technical proposal writing, and proposal reviews, helping win government contracts. I understand how to connect customer needs, evaluation criteria, a deliverable solution, and supported differentiators. Where I can help: • Government technical proposals and RFP/RFI responses: requirements-to-response mapping, technical narratives, solution approaches, executive summaries, and annotated reviews. • Capture and win planning: opportunity strategy, win themes, differentiator/evidence matrices, solution tradeoffs, and focused pursuit support. • Security and solution architecture: review a proposed design, assess risks and dependencies, and prioritize practical improvements. • Compliance readiness: control/documentation reviews, evidence checklists, gap assessments, and remediation plans with owners and milestones. I have led SOC 2, ISO 27001, and GDPR compliance efforts, along with DoD CSP and DHS CSSP audits and compliance work. • AI adoption and modernization: assess a use case, define a bounded pilot, and build a roadmap with success measures and next steps. We can start with one proposal section, a focused review, or a defined decision package. You get clear findings, practical recommendations, and editable deliverables with an agreed scope and revision limits. Proposal claims must be supported by your approved evidence; compliance support covers readiness and remediation, with certification decisions left to the appropriate auditor or certification body. I work part-time, primarily asynchronously, with scheduled evening calls and around 10 hours per week. I use AI-assisted tools where appropriate and permitted, with my own technical review and responsibility for the final work. Send me the problem or relevant solicitation sections, what you already have, and your deadline. I will help define a sensible first step.
