Christopher C.
Accessibility Consultant | WCAG Audits, VPAT/ACR & Remediation
I help public agencies and enterprise teams pass WCAG audits and meet ADA Title II deadlines (large entities: Apr 2027). DHS Trusted Tester (Section 508): manual audits, VPAT/ACR authoring, and remediation fixed in source — never overlays. I'm Chris Carter — Experience Design VP at JPMorgan Chase, previously Lead Product Designer for AI at Microsoft, with 17 years of experience across enterprise product design, AI, voice interfaces, and design systems. I run accessibility engagements through my firm, Newton & Carter LLC (Leander, Texas). On Upwork I'm Expert Vetted and hold a 100% Job Success Score — stated here in words, because most clients can't see the badge. ACCESSIBILITY WORK • WCAG 2.1 / 2.2 AA audits — manual testing (keyboard, screen reader, code inspection), never an automated scan alone. Work is evaluated against WCAG 2.2 Level AA. • VPAT / ACR authoring — conformance reports built on that hand-testing, ready for procurement. • ADA Title II readiness — under DOJ's current rule, entities serving 50,000+ have until April 26, 2027; smaller entities and special districts until April 26, 2028. An audit booked now becomes your remediation queue, sequenced before the deadline. • Section 508 conformance testing — I'm a DHS Trusted Tester for Web (certificate TT-2711-09926), the Section 508 conformance test-process credential federal buyers screen for. It certifies the testing process — it is not a blanket guarantee of any product's conformance, and I don't sell it as one. • Remediation in source — findings fixed in your code and content, then re-tested. No overlays, no widgets, no paper compliance. PROOF • My firm's own Accessibility Conformance Report is published — hand-tested against WCAG 2.2 Level AA: 33 criteria Supports, 2 Partially Supports, 0 Does Not Support, with our own defects disclosed in the open. See the portfolio item below and check my work before you hire me. • Background includes subcontract work supporting U.S. Army and U.S. Navy programs (client under NDA). HOW ENGAGEMENTS WORK Fixed scope, fixed price — agreed in writing before we start. 1) Audit — a findings report with every criterion marked Supports / Partially Supports / Does Not Support, severity-ranked. 2) Walkthrough — we review the findings together and sequence the fixes. 3) Fix & verify — remediation in source, full re-test, and an updated conformance record you can hand to counsel, a board, or a procurement officer. ALSO AVAILABLE Accessibility is the lead, not the whole practice. Through the portfolio items, Catalog listings, and consultations on this profile I also take on: product design and UX research; React / Next.js / TypeScript builds with accessibility built in from the first commit; AI and LLM product design and full-stack development; voice and IVR design; and product leadership and strategy engagements. That breadth is why the accessibility work holds up — I've spent 17 years designing and shipping the interfaces I now audit. NEXT STEP Book the accessibility consultation or start with the Snapshot audit here on Upwork. Every consultation includes a written deliverable you can act on whether or not we work together afterward.
