Senior Analyst/Econometrician, VHA Contract • Econometrics Leader of a team of analysts in the estimation and forecasting of future bills, billings and collections for Veterans using health services at both Veteran Administration (VA) and Community Care facilities in the United States under a contract with the Veteran’s Health Administration (VHA). • Provide research and analysis for leaders at the VHA on certain proposed legislation that is introduced by the House or the Senate (or both). For example, The GUARD Act, which is legislation that seeks to allow the VA to bill Medicare Advantage Plans for the care that Veterans receive at both VA facilities and Community Care as well. • Research/understand the Community Care aspect of Veteran Care as more Veterans are seeking these facilities over VA facilities. Community Care facilities serve rural areas where there is not a main VA Hospital. • Identify causes of declines in bills, billings, and collections for Veterans that are 65 and over. • Statistical analysis of Key Performance Indicators (KPIs) and how these metrics can be used to inform the forecasts of collections, which has been my preliminary focus. • Estimate impacts of transition to Electronic Health Records for VA facilities, as this has implications for billing and collections. Prior to this, I served as the Health Economics and Data Analytics Manager, on a contract with ScioScientific where I: • Compile data from The Centers for Medicare and Medicaid (CMS) data to contribute to a comprehensive database to address objectives/requests from clients. • Enhance/Automate Return-on-Investment (ROI) tool for clients. • Collect, Analyze State-level Health Care Expenditure data in preparation for econometric study to predict expenditures on personal health care in the US. • Analyze claims and survey data for those enrolled in Medicare, Medicaid, and the uninsured populations in each state to include as regressors in the econometric model. • Write paper for publication on results of this econometric study. Before this, I was a Data Scientist/Economist, where I: • Estimate market shares of Appliances and Outdoor Power Equipment by SKU/model using econometric techniques. • Work with Survey data and create regression equations in the creation of a Hybrid Point-of-Sale product for Major Appliances • Automate “cut-and-paste” processes using VBA for Excel to quickly pull data and create tables and charts for presentations to clients. • Research trends in consumer behavior regarding purchases for clients. • Derive price elasticities for major appliances. • Note: SAS was used almost extensively to not only create datasets from various data tables but also to perform certain analyses, such as stepwise and other types of regressions to estimate market shares of appliances At Humana, I was a Senior Business Consultant/Economist, Senior Products Actuarial, Humana Inc., where I: • Develop an Actual-to-Expected Analysis tool that quantified changes in Trend and Normalization Factors for claims data when no such tool existed. (This employed SQL queries to pull the data from various data tables and then used VBA to automate the process in the Excel-based tool); • Derive Bid-pricing estimates for regions in which Humana has competition in its PPO offering using econometrics rather than an Excel-based model. • Investigate the implementation of using econometrics to understand determinants of cost for pricing bids. • Research and testing of new methodologies to aid in the streamlining of determining trends for pricing bids. • SAS was used in many of these endeavors given its ability to handle large datasets and analytical capabilities, especially where econometric estimation is required. Senior Economist, Louisville Gas and Electric Company (formerly EON-US, a Multinational company), Louisville, KY, January 2003 – September 2013 • Lead the team responsible for producing and presenting to senior management forecasts of electricity and natural gas sales, which are inputs into the next year’s financial budget. • Lead a team whose mission was to simulate the impacts of various carbon-related policies on customer demand and sales of electricity and natural gas • Support the filings for new electric-generating technologies, using financial modeling techniques (including regression) and providing forecasts of the potential impacts on the rates to be paid in the future by the various customers (by rate class). • Perform load research and analysis using sound econometric techniques. • Respond to ad hoc research related to customer usage of electricity and natural gas using SAS to perform both econometric analysis and to forecast usage under various scenarios. • Initiate and lead numerous research projects examining various end-use related issues as well as usage patterns among customers (i.e., customer insight analytics). • Trained new employees and Associate analysts.
