Shawnn H.

I am a data-driven analyst, evaluator, and grant, program, and policy consultant with over a decade of experience across government, nonprofit, and private sectors. I specialize in program evaluation, data analysis, grant writing, research, and process improvement. I have designed logic models, built performance dashboards, managed full grant lifecycles, and translated complex data into clear, actionable insights for decision-makers. As the owner of 3EO Solutions LLC, I provide end-to-end consulting services including evaluation design, performance measurement, reporting systems, and successful grant development. I have conducted formal evaluations for energy, public health, housing, and behavioral health initiatives, and have served as a contracted federal grant reviewer. My background also includes statewide data management, compliance oversight, and process improvement work within state government. I am highly proficient in Excel (including advanced functions and Power Query), Tableau, Power BI, Google Sheets/Looker Studio, SQL, Smartsheet, and survey platforms. I build automated reporting systems and interactive dashboards that support leadership strategy and operational efficiency. I also leverage AI as an assistive tool to increase efficiency and quality across projects, supporting literature reviews, data cleaning logic, grant drafting, coding assistance, workflow automation, and content refinement. I understand how to use AI responsibly to enhance analytical thinking, reduce turnaround time, and deliver polished, high-value results. I hold an M.A. in Sociology and a B.A. in Psychology. If you’re looking for someone who combines analytical rigor, strategic thinking, technical expertise, and practical implementation, I’m ready to help.
